<p><span id="more-12723"></span>Besides maintenance of the Port Authorities’ own fleet, the dock will be used for repair and maintenance of port-calling vessels.</p>
<p>The dock, that measures 50 x 20m, is to be used for repair and maintenance of the Authorities’ fleet, which consists of various supporting vessels such as tugs, shoal busters and pilot vessels. The delivery of the DMD 4020, currently under construction in Dubai, is scheduled for the second half of 2012. After testing in Dubai and delivery of the dock in Djibouti, a Damen Services team will stay on location for two years to give operational and technical support. Damen Services in Gorinchem, The Netherlands, will support the dock operations by supplying parts, equipment and expertise.</p>

<p>The dock can be built worldwide and can be used in various types of marine circumstances. It can also be outfitted with cranes, accommodation units, roller blocks, workshop units, sandblast curtains and dock mooring systems. In fact, with an ISO 14001 certification, it lives up to the latest standards in environmental care. The design incorporates such features as low emission motors, LED lighting and dedicated systems for waste management and spills avoidance.</p>
<p>The secret lies in the simplicity of the construction, consisting of two wing walls that are coupled to a number of individual pontoons.</p>

<p>Marcel Karsijns, Manager Special Projects, says: “Every unit measures 10 metres. You can enlarge the dock to a length of 100 metres whenever you choose. Modules and wing walls are coupled afloat. It’s equally simple to unlock the components. You can upkeep and repair these modules in the dock itself, making the dock self-maintaining. In addition, the dock contributes to the uptime and success of our customer’s fleet.”</p>

<p>On Monday, 20 February 2012, President Guelleh of Djibouti will make a rare visit to London, to attend the London Conference on Somalia. He will of course be greeted with courtesy. The dire state of his nation and the nature of his regime however is unlikely to get much of an airing whilst he is is in London. This is not only because, as a former French colony and Africa&#8217;s smallest country, little is known about Djibouti in the UK. It is also because his regime has recently found increasing favour in the &#8216;West&#8217;, but not in a way such that too much public scrutiny is welcomed.</p>
<p><span id="more-12716"></span>Djibouti is home to a large French military base. It is also home to an expanding multi-agency US base, &#8216;Camp Lemonnier&#8217;, about to undergo its next phase of development in the wake of events in Iran, Somalia, Syria and Yemen.</p>
<p>Djibouti is host to negotiations over Somalia&#8217;s future, and the to training of Somali soldiers supporting the fragile Transitional Federal Government (TFG) based in Mogadishu. A further &#8216;Western&#8217; feather in President Guelleh&#8217;s cap is the arrival in Somalia last month of 500 Djibouti soldiers to join troops supporting the TFG under the AMISOM UN mandate.</p>
<p>What&#8217;s more, on the face of it, the Djibouti economy looks in good condition. The IMF estimates economic growth of 4.6% in 2011 and projects 5.3% in 2012.</p>
<p>Djibouti&#8217;s economy is based on its strategic location at the narrow entrance to the Red Sea, leading to the Suez Canal. Its Dubai-invested ports provide maritime trade access for landlocked Ethiopia. Djibouti receives several hundred millions of dollars a year income from foreign military bases, and is favoured with generous aid. Its economic future looks bright &#8216;on paper&#8217; also &#8211; the Chinese are re-building the railway to Ethiopia; two countries also cooperating in a planned oil pipeline from newly-independent South Sudan.</p>
<p>Despite all this, all is not well in Djibouti.</p>
<p>Under cover of &#8216;Western&#8217; support, the regime has become more dictatorial and volatile, the more invincible it believes itself to be. It could easily be overthrown, with unpredictable consequences and the possibility of intervention from Eritrea, Ethiopia or even Somali Al Shabaab. The US and Europe appear unprepared for any of this, preferring to put all their eggs in one basket &#8211; and in the hope that the President&#8217;s failing health does not test the absence of a viable secession strategy.</p>
<p>The same family and party have been in power since independence from France. The increasingly luxurious lifestyle of the President&#8217;s entourage has been criticised by international aid institutions, such as the use of a new Boeing 767 as &#8216;the family&#8217;s private jet&#8217; and the construction of outrageously lavish palaces for relatives. Having changed the constitution allowing himself to be President for life, and having blocked opposition candidates from standing against him for the April 2011 election, President Guelleh then expelled election monitors sent by the US State Department. He banned foreign observers, refused entry to respected journalists, and engaged in widespread manipulation of voter lists.</p>
<p>Whilst in aggregate a middle-income country, the general population live in dire poverty. Djibouti has one of the highest infant and maternal mortality rates in Africa. Much of the population has no reliable access to clean water or electricity. Ports in Djibouti have to recruit abroad to find the skills they need, despite unemployment at home of 60%. Today, 52,000 people receive aid from the World Food Programme.</p>
<p>The latest IMF survey warned that &#8216;growth has thus far not succeeded in significantly reducing poverty or unemployment. The country ranked 147th out of 169 countries in the UNDP&#8217;s Human Development Index for 2010, and malnutrition has risen.</p>
<p>Investment has dried up in the wake of confiscations and arbitrary taxes. Even relations with Dubai investors have deteriorated. According to the World Bank, Djibouti is one of the worst countries in the world in which to do business, ranked 170th out of 183 countries.</p>
<p>Economic deprivation in the wake of profligacy at the top is one potential trigger of instability. Another is the government&#8217;s appalling human rights record.</p>
<p>Large numbers were detained and mistreated during last year&#8217;s Presidential elections. Prominent human rights and opposition activists were arrested, including leaders of the four main opposition parties. Demonstrations against the election process in February 2011 were met with tear gas and violence. Detention of government critics has persisted &#8211; on 3 February this year popular radio journalist Farah Abadid Hildid was abducted by police, stripped naked, and kept in a cell without water, the third time in a year he has been detained. This has been referred to the to the United Nations special rapporteur on torture.</p>
<p>Is it wise to support this callous and kleptocratic dictatorship because it is friendly with the &#8216;West&#8217;? British officials should be properly aware of the background and the risks. It will be in Britain&#8217;s interest to promote a more cautious approach to President Guelleh, as part of its Somalia and Horn of Africa peace policy. Propping up deeply unpopular dictators has a habit of leaving the UK on the wrong side of the argument.</p>

Axmed Maxamed Maxamuud oo ka hor intii aanu dalka ka dhoofin warbaahinta ugu waramayay qolka nasashada ee madaarka caalamiga ah ee Hargeysa, ayaa ka waramay socdaalkiisa waxaanu yidhi “Waxaan u ambo-baxayaa dalka Ingiriiska haddii ALLE idmo halkaasi oo uu 23-ka Feberwari ka dhici doono shir ay dunidu iskugu imanayso oo illaa 45 dawladood iskugu imanayaan, shirkaasi oo lagaga hadli doono arrimo badan oo mandaqada saameeya haddii aynu nahay Somaliland waa la inagu marti-qaaday shirkaasi, waxaanu fursad u helaynaa inaanu ka dhiibano ra’yigayaga oo aanu haddii ALLE idmo geyno qadiyadda Somaliand oo nalaga dhagaysto oo aanu la hadalo dawladaha iyo ummaddaha halkaasi iskugu imanaya. Waxaan doonaynaa inaan dawladaha ka soo qeyb galaya qadiyadeena ka dhaadhicino oo hoggo tusaalayno.”</p>
<p>“Waxaan ILAAHAY ka baryaynaa inuu shirkaasi inagu guuleeyo, ummaddu shirkaasi tagistiisa dood badan baa ka dhacday waa lagala tashaday Ha’yadihiisa kala duwan, shirkaasi waa la isku raacay ummadda reer Somaliland inyar mooyaane’e inteedii badnayd, Goleyaal, Asxaab iyo ururada cusub ee siyaasada ee la sameeyayba. As you work and socialize with the citizens of the country you adopted for your expatriate life, you develop a sense of belonging and you rarely remember that you had another country or culture; particularly if you have spent a long time in a certain place.</p>
<p><span id="more-12684"></span>You may think that you have mastered the local language, the history, the cultural nuances of the local people and their culinary tastes, but then by the time you think you have become fully blended and integrated, an innocent fleeting comment or a subtle gesture may jolt you awake and make you realize that integrating is not like being and that being comes with childhood memories ingrained in one&#8217;s formative years through the mother&#8217;s bedside stories and not through learning in adulthood. What you learn and experience in adulthood gives you knowledge and enables you to find your way in life but it does not necessarily change your being. It is after many years living as an expatriate that I have come to conclusion that lacking that factor of being is the secret that keeps the person as an expatriate and not necessarily the lack of knowledge about the local culture or lack of legal citizenship for that matter.</p>
<p>I met some people who have become citizens of countries that they had migrated to and have lived in them more years than they ever lived in their original homelands, but who still see their original places as their home country. The fact that they have lived, educated, worked and have become citizens with full rights did not change that inside feeling of being alien and an expatriate.</p>
<p>On the other side, when you live many years away from your original country what you have about it is only a memory. The country, the people, the culture and the values you have in your memory may not exist anymore but you still cling to those worn out threads as dearly as you could.</p>
<p>I always find it difficult to understand how many of my fellow Somalis who lived most of their adult lives outside Somalia keep reminiscing about the country they once knew without realizing that what they know about Somalia exists only in their own memories. I received emails from friends who returned home recently after living more than 35 years in the West. And as excited as they were in going back, they were shocked when they could not find the country that they had been dreaming of. They suddenly felt alien and as expatriates in a place they considered as their own homeland.</p>
<p>This may lead the expatriate people, particularly African expats, to living in two different personalities. On one side, they may need to develop a strong sense of belonging to their places of work and residence and on the other side they may have a strong desire to cling to their childhood home even if it remains only a figment of imagination. But while some people may find it quite easy to reconcile between the two worlds and blend to the mainstream culture, others may cocoon in their own psychological enclaves and may forever live in a mental barren land.</p>
<p>Being an expatriate has therefore its ups and downs and its own exotica as well, as we read in the literature of the Europeans colonizers in Africa and elsewhere.</p>
<p>But the truth of the matter remains that once an expatriate always an expatriate. I once read a story about an American cross-country truck driver who saw a couple in different parts of the country. Perplexed by their nomad life, he approached the husband and asked him where he called home. The husband looked at his wife who was sitting close by and said: &#8220;Where ever she is.&#8221;</p>
<p>So in today&#8217;s globalized world, where one may not know where business and life will take him the next day, it may be safe to say that your home is wherever your spouse and your family are.</p>
